China's police departments will launch a 30-day campaign starting Wednesday to hunt down fugitives1 who are suspected of having committed a crime known as fake invoice2 fraud.
中国公安部门将于本周三起拓展为期30天的行动，追捕假发票诈骗案件的犯罪嫌疑人。
文中的fake invoice fraud就是指假发票诈骗，fake invoice就是假发票。为了预防收到fake invoice，买家可以进行invoice verification（发票校验），比如仔细核对invoice stamp（发票专用章）与invoice date（发票日期），或拨打查看电话等等。
Fake invoice和fake note（假钞），与fake / counterfeit3 goods（假货）一样让人憎恨，不只损害了买家权益，还扰乱了市场秩序。现在有不少人由于价格缘由，购买parallel import/grey product（水货），水平同样得不到保证。
那样，大家常说的开发票该如何表达呢？可以直接用invoice这个词。比如make/issue an invoice，或者大家也可以直接用invoice的动词形式，给某人开某物的发票就是to invoice someone for something，比如：Retailers are obliged to invoice customers for everything they purchased. （零售商有义务为客户购买的任何商品开具发票。）
